On the occasion of the closing of the Fourth China International Import Expo, Consul General Zhou Limin published an article titled Let the Breeze of Openness Bring Warmth to the World. The full text is as follows: 

Let the Breeze of Openness Bring Warmth to the World

The Fourth China International Import Expo, CIIE, was successfully held in Shanghai from 5 to 10 November, with fifty-eight countries and three international organizations participating in the country exhibition, and nearly 3,000 companies from 127 countries and regions taking part in the business exhibition, where 273 cooperation intentions were reached, with a cumulative intended turnover of US$ 70.72 billion.

This year’s CIIE has delivered a shot in the arm and brightened the world against the backdrop of the COVID-19 pandemic and the global economic downturn.

It has reflected the solid confidence of the world in China's economic prospects. China, under the leadership of the Communist Party of China, has created two miracles of long-term economic development and long-term social stability. Having overcome the adverse effects of the pandemic and promoted steady economic recovery, China has recorded economic growth of 9.8% in the first three quarters of this year, further consolidating China's position as an important engine of global economic growth. According to relevant surveys, close to two-thirds of American companies, 59% from the EU and 36.6% from Japan are planning to expand their investment in China. A "vote of confidence" has once again been cast by the international community on the Chinese economy with a historic new high at the CIIE in respect to exhibition space and the number of participating countries and companies.

It sends a clear message that China will continue to open up wider to the world. CIIE is an important initiative for China to pursue a new round of high-level opening-up. The further opening-up measures announced by China at the Third CIIE are now close to full implementation, including continuously widening market access, improving the business environment and signing more high-level free trade agreements. At the opening ceremony of the Fourth CIIE, President Xi Jinping made a series of new opening-up commitments to the world, such as further reducing the negative list for foreign investment, revising and enlarging the encouraged industry catalogue, releasing a new negative list for cross-border trade in services in the pilot free trade zones, and deeply engaging in international cooperation on green and low-carbon development and the digital economy, etc. This has proved once again that opening up has become the strategic choice made by contemporary China.

It has reflected China's sincere wishes to share market opportunities with the world. China’s development cannot be successful without the support of the international community, and the world’s economy cannot prosper without China’s participation in today's globalized world. With a population of more than 1.4 billion and more than 400 million middle-income earners, China imports about US$2.5 trillion of goods and services every year and presents an enormous market. CIIE, the first import themed exhibition at the national-level in the world, is the "green channel" for businesses from all over the world to make an entry into the vast Chinese market. China will continue to pursue an opening-up strategy of mutual benefit and win-win, will actively expand imports, promote internal and foreign market connectivity and share production and resources, turning the Chinese market into a market for the world, a market shared by all, and a market accessible to all.

It demonstrates the strong consensus of the international community to promote common development through opening-up and cooperation. CIIE, since its inception in 2018, has become a major platform for international procurement, investment promotion, cultural exchange and open cooperation, and an international public good for the world to share.  The world is currently experiencing the combined impacts of major changes and a pandemic, both unseen in a century, with unilateralism and protectionism on the rise and economic globalization facing headwinds. Nevertheless, CIIE this year has still been bustling with visitors and participators, with over 80% of top 500 companies in the world and industry leading enterprises participating again. Close to 480,000 professional visitors registered and over 3000 domestic and foreign journalists signed up for interviews, fully underpinning economic globalization as an irreversible trend of our times, and openness and cooperation representing the overwhelming aspiration of our peoples and the trend of our era.

As President Xi Jinping said, "China stands ready to work with all countries to build an open world economy so that the spring breeze of openness will bring warmth to all parts of the world." By leveraging the success of the Fourth CIIE, China will continue to uphold the principles of openness, cooperation, unity and win-win, and work with all countries in the world to pursue an open world economy and a Community of a Shared Future for Mankind, with a view to fostering a brighter future for humanity.
